## Name and role in the reports

KPS99TV’s report of 7 April 2026 identifies Long Dimanche as Deputy Governor of Preah Sihanouk. Its waste-management report published on 23 September also identifies him in that role. The reports provide observations at different dates without establishing a complete term.

## Media exchange and interprovincial waste-management activity

The 7 April report records his afternoon visit to Preah Sihanouk Television and discussions with station staff about content innovation, international communication and information sharing. The 23 September report, credited to Pai Sokhim, records his participation in an Interior Ministry delegation to Siem Reap and Battambang on 21–22 September. The visit involved inspecting, monitoring and supporting urban solid-waste management. He shared waste-collection and management experience and highlighted waste sorting and reduced plastic-bag use.

## Environmental-management meeting in October 2026

On the morning of 2 October 2026, Long Dimanche was identified as Deputy Governor of Preah Sihanouk when he chaired a review of the semi-annual environmental-management plan for the CEL and CEL II power plants. The report locates the plants in Kampenh Commune, Stung Hav district, without specifying the meeting venue. It lists air, seawater, groundwater, noise and vibration, liquid waste and residents’ concerns as review topics. A meeting and dated role observation do not establish that environmental standards were met or that he owns the companies.

## The 2021 deputy-governor appointment and effective date

Subdecree No. 470 (៤៧០ អនក្រ.តត), preserved in the official NCDD library, was signed on 4 October 2021. Article 1 appoints ឡុង ឌីម៉ង់ (Long Dimanche) Deputy Governor of Preah Sihanouk Province. Article 3 provides for implementation from the signing date, establishing 4 October 2021 as the effective date of this appointment. The instrument states no end date and cannot by itself establish uninterrupted tenure from 2021 through 29 October 2026. ## Scope and limits of cooperation evidence

Separately from the activity reports, NCDD’s copy of Subdecree No. 470 of 2021 supports the appointment and effective date stated here. The end date, later appointment changes and complete uninterrupted tenure remain pending verification. The 2026 reports identify his role at the events described, without confirming current office on the reading date. April’s cooperation discussions do not establish a signed agreement or completed project. September’s visit does not establish that he or the provincial administration operates disposal sites in Siem Reap or Battambang.
