# Preah Sihanouk Provincial Administration: public-service and waste-management records, 2026

Two reports distinguish provincial public-service coordination from interprovincial experience sharing; they are not current application instructions.

## Institution and administrative level in the reports

KPS99TV’s public-service report published on 14 July 2026 separately identifies the Preah Sihanouk Provincial Administration, the province’s six city–district administrations and relevant departments, recording a meeting chaired by then-reported governor Mang Sineth. The 23 September report records then-reported deputy governor Long Dimanche’s participation in waste-management exchanges. This page uses the provincial institution’s name and distinguishes it from Sihanoukville’s municipal administration.

## Public-service coordination and interprovincial timeline

The July report records provincial discussions on 6 July with interministerial leaders from the Interior, Economy and Finance, and Land Management ministries about bottlenecks at the provincial One Window Service Unit. A follow-up meeting on 13 July called for faster processing by the relevant administrations and departments. On 21–22 September, Long Dimanche joined an Interior Ministry delegation to Siem Reap and Battambang to share experience involving disposal-site management, waste sorting and reduced plastic-bag use. Pai Sokhim’s report was published on 23 September.

## Which delays the public-service report describes

The July report says the provincial hall’s administrative director, citing a Ministry of Inspection letter, described delays involving investment-project registration certificates; public works and transport; labour and vocational training; land management, urban planning, construction and cadastral services; industry, science, technology and innovation; and mines and energy. It particularly mentions health services and transfers of possession rights over unregistered immovable property. The report also quotes Mang Sineth explaining that residents submitted entire files to the provincial One Window Service Unit, which forwarded them to city–district administrations for further work with commune and sangkat authorities. These are reported problems and explanations, rather than current application instructions.

## Limits of institutional and service information

These reports describe coordination at particular dates, rather than an establishing law, a complete statutory mandate or the latest organisation chart. They supply no complete current application checklist, fees, processing deadlines or contact details. July’s requests for improvement do not establish that backlogs were cleared. September’s exchange establishes no authority over disposal sites in other provinces.
