The Cambodian provincial administration said the proposal could affect areas not yet demarcated and land used by Cambodian residents.

On the afternoon of August 25, 2025, Banteay Meanchey Governor អ៊ុ រាត្រី told the governor of Thailand’s Sa Kaeo that a pledge to issue land titles to Thai residents of Nong Chan village in Khok Sung district could, in Cambodia’s view, affect its sovereignty, areas not yet demarcated on the ground by the bilateral Joint Boundary Commission (JBC), or land occupied and used by Cambodian residents. Nong Chan adjoins Chouk Chey village, O Bei Choan commune, Ou Chrov district, Banteay Meanchey.
The Banteay Meanchey administration strongly objected, saying the proposal ran against the spirit of the 2000 memorandum of understanding and would affect the commission’s negotiations and demarcation work.
