Cambodia’s defence ministry said the team left Phnom Penh on August 26 after a reported attempt to lay barbed wire.

At an August 26, 2025 ceasefire briefing, Cambodian Defence Ministry spokesperson Maly Socheata said the ministry facilitated an Interim Observer Team (IOT) visit to Banteay Meanchey. The observers from Malaysia, Indonesia, Laos, the Philippines and Vietnam left Phnom Penh under Colonel Nazlee bin Abdul Rahim, Malaysia’s defence attaché in Cambodia.
The ministry said Thai troops tried to install barbed wire at 2:20 p.m. on August 25 in Chouk Chey village, O Bei Choan commune, Ou Chrov district, Banteay Meanchey, opposite Nong Chan village in Khok Sung district, Sa Kaeo, Thailand. It said the troops withdrew after residents and authorities intervened.
The spokesperson said Regional Border Committee (RBC) secretariat teams met at 3:47 p.m. on August 25 at the Choam–Sa Ngam international crossing. Brigadier General និត ណារ៉ុង, head of the Cambodian Fourth Military Region’s secretariat, led the Cambodian team. Colonel យុតថៈសាត សេនថៈឆៃ, deputy chief of staff of Thailand’s Second Army Region, led the Thai side.
They discussed exchanging records and inspected the site for a secretariat meeting scheduled for August 26 between Cambodia’s Fourth Military Region and Thailand’s Second Army Region, and the RBC meeting scheduled for August 27.
