The ministry opened SARMIS training in Preah Sihanouk on August 28 ahead of a planned rollout to local administrations.

Preah Sihanouk province. On August 28, 2025, the Ministry of Economy and Finance opened training on its new State Asset Register Management Information System (SARMIS) at the Sokha hotel in Sihanoukville. Secretary of State ឈួន សុភាព presided on behalf of Deputy Prime Minister and Minister of Economy and Finance Aun Pornmoniroth.
នួន សំបូរ, director general of the General Department of State Property and Non-Tax Revenue, reported on progress, the current situation, challenges and priorities in managing state assets and maintaining the inventory.
He said inventories must comply with the 2020 law on the management, use and disposal of state property and Sub-Decree No. 66 of April 27, 2017. Authorities prepare a base-year inventory every five years and an annual statement of increases and decreases. The year 2024 was the new base year.
As of June 30, 2025, the ministry had received 2,227 inventories from 3,187 asset-using units, or 69.88%. The remaining 960 units, or 30.12%, had yet to submit. The work covers ministries and institutions, public-law entities and subnational authorities. Outstanding challenges include titling state land and transferring possession and use rights over state property.
Secretary of State ឈួន សុភាព said the new SARMIS was officially launched on December 18, 2024.
The workshop continues training for focal-point officials at state asset-holding authorities ahead of a planned rollout to municipal, district, commune and sangkat administrations.
He urged the General Department of State Property and other stakeholders to improve the system and effectively implement Aun Pornmoniroth’s five recommendations.
