The prime minister’s visit included discussions on global governance, the Cambodia–Thailand ceasefire, humanitarian assistance and infrastructure financing.

Cambodian Prime Minister Hun Manet led a senior delegation back to Phnom Penh shortly after midnight on September 2. The three-day trip, from August 30 to September 1, took him to Tianjin, China, for the Shanghai Cooperation Organisation Plus summit. What did Cambodia achieve in politics, diplomacy and economic cooperation?
At the SCO Plus summit
Hun Manet said Cambodia supports China’s Global Governance Initiative, which seeks a fair, inclusive and effective global order with the United Nations at its centre. He highlighted sovereign equality, the rule of law, multilateralism, a people-centred approach and practical results.
Hun Manet said Cambodia was ready to advance those principles with all partners and to build a community with a shared future for humanity. Cambodia sees the SCO as a key multilateral forum. It views the Shanghai Spirit as a guide for an international order that prioritises cooperation, mutual respect for sovereignty and territorial integrity, non-interference in domestic affairs and respect for diversity.
He reaffirmed Cambodia’s commitment to participating in the SCO’s work to safeguard regional security, advance sustainable development and build a peaceful, prosperous and cooperative future.
Politics and diplomacy
At a bilateral meeting with the Chinese president, China pledged to strengthen cooperation through the Diamond Hexagon, Fish and Rice Corridor, and Industrial and Technological Corridor frameworks. China backed the Cambodia–Thailand ceasefire and the Malaysia-led ASEAN monitoring mechanism and called for the early establishment of the ASEAN Observer Team. China also pledged 20 million yuan in humanitarian aid to help repair damage and assist people affected by the late-July armed clashes.
Hun Manet thanked the Chinese government and people for supporting Cambodia’s development. He said the support helped advance economic and social development, build infrastructure and improve livelihoods. He also thanked China for helping facilitate a swift Cambodia–Thailand ceasefire, which protected lives and helped affected people rebuild their livelihoods.
Meeting the Lao president, the leaders reaffirmed their longstanding friendship and discussed stronger cooperation in the economy, trade, infrastructure connectivity, defence, security and energy. They welcomed progress in cooperation under their comprehensive, long-term strategic partnership. The Lao president called on Cambodia and Thailand to exercise restraint, implement the ceasefire in full and resolve their border dispute peacefully.
In talks with Nepal’s prime minister, the two leaders committed to stronger relations, particularly in business. They agreed to promote bilateral consultations between their foreign ministries to expand cooperation in areas including trade, education, training and tourism.
The UN secretary-general noted Cambodia’s active participation in the organisation’s work and said he was closely following its border dispute with Thailand. He welcomed the ceasefire and encouraged a swift return to normal relations. He accepted a request to urge both sides to avoid military force and resolve border issues peacefully.
The chairman of the Chinese People’s Political Consultative Conference said China supported the Cambodia–Thailand ceasefire and Malaysia’s mediation and hoped relations would soon return to normal. Hun Manet asked China to encourage both sides to avoid military force and resolve outstanding border issues peacefully, particularly in populated areas.
On the economy, trade and investment, Hun Manet met separately with Jin Liqun, president and chair of the board of directors of the Asian Infrastructure Investment Bank. They discussed possible financing for major physical and social infrastructure projects in Cambodia through the bank’s multi-year programme.
