Cambodia’s finance minister and an IMF mission reviewed the macroeconomic and public finance outlook on September 2. IMF staff projected growth of about 4.8 percent in 2025.

Deputy Prime Minister and Minister of Economy and Finance Aun Porn Moniroth and Kenichiro Kashiwase, head of the International Monetary Fund’s Article IV mission, presented their assessment of Cambodia’s 2025 macroeconomic and public finance outlook at a wrap-up meeting at the ministry on the afternoon of September 2, 2025.
Aun Porn Moniroth noted broad agreement on growth trends across major sectors, with small differences in the estimates and outlook. The government has introduced and is considering further timely, targeted measures, especially for households affected by the Cambodia–Thailand land border conflict and returning workers. It will continue efforts to raise productivity and workforce skills, strengthen governance, improve the investment climate and diversify export markets, turning challenges into opportunities for social and economic development.
Kashiwase said growth was projected at about 4.8 percent in 2025, reflecting global trade uncertainty, US reciprocal tariffs and tensions along the Cambodia–Thailand land border.
The IMF mission chief expected robust growth over the medium term, with timely, focused and effective reforms. Mobilising revenue remains a priority for rebuilding budget buffers as the government provides immediate support, raises productivity, improves workforce skills and competitiveness and diversifies the economy through fiscal and monetary policies and structural reforms.
