The Banteay Meanchey governor urged Sa Kaeo province to leave border issues to the two countries’ joint committees and respect bilateral agreements, including the 2000 memorandum.

Banteay Meanchey Governor Oum Reatrey urged the governor of Thailand’s Sa Kaeo province to leave border issues to the General Border Committee (GBC) and Joint Boundary Commission (JBC), the bodies empowered to address them. He also called on Sa Kaeo to comply strictly with the border cooperation agreement, the 2000 memorandum of understanding, international law and bilateral agreements.
The governor made the remarks in a response and reminder to his Sa Kaeo counterpart after a request dated August 29, 2025, to cooperate in addressing the issue of Cambodian residents’ homes along the border between Banteay Meanchey and Sa Kaeo.
He told the Thai side that the matter concerned border management, surveying, demarcation and the placement of markers. These fall within the remit of the two countries’ GBC and JBC under the September 29, 1995, border cooperation agreement and the 2000 memorandum on surveying and demarcating the Cambodia–Thailand land boundary.
He added that any unilateral action affecting people living and earning a livelihood in the area would violate the 2000 memorandum and the July 28, 2025, ceasefire agreement. He said it would also go against the spirit of the August 7 extraordinary GBC meeting in Malaysia and the two countries’ August 22 Regional Border Committee (RBC) meeting.
The governor expressed confidence that the forthcoming GBC and JBC meetings would reach a peaceful resolution based on international law.
