National Bank Governor Chea Serey highlighted Bakong’s role in financial inclusion, smaller businesses and regional payment links.

At the 2025 ASEAN Business and Investment Summit, National Bank of Cambodia Governor Dr Chea Serey presented the experience of the Bakong digital-payment system to delegates. She said it was becoming a key engine for Cambodia’s digital economy and the development of micro, small and medium-sized enterprises.
Dr Chea Serey said Bakong had connected major banks, financial institutions and payment companies nationwide since its official launch on 28 October 2020. Users can make interbank transfers, payments and collections through a mobile application, with convenient, fast, secure and low-cost transactions that have significantly improved financial inclusion and the uptake of electronic payments.
She said Bakong’s success had supported small businesses’ digital transformation and offered valuable experience for regional payment connectivity. Cambodia hopes to connect with systems across ASEAN to narrow the digital divide and promote cross-border trade and regional economic integration.
The summit, themed around empowering ASEAN micro, small and medium-sized enterprises for digital economic growth, took place in Kuala Lumpur, Malaysia, on the afternoon of 26 October. Participants included executives from global technology companies such as Google and TikTok, discussing businesses’ digitalisation challenges, regional cooperation and financial-technology support.
The ASEAN Business and Investment Summit is a major annual regional economic and business forum, bringing together national leaders, business figures and company representatives from member states and partner countries to explore innovation and sustainable growth.
