Mang Sineth outlined provincial development and investment support and discussed tourism and marine conservation with the UK deputy ambassador.

On 28 October 2025, Preah Sihanouk Governor Mang Sineth met UK Deputy Ambassador អាប៊ីហ្គែល ហ្វ្រាយអី at the provincial hall. He asked for her help in promoting tourist destinations and encouraging more British investors to invest in Cambodia, particularly Preah Sihanouk province.
The governor outlined the province’s geographical and scientific potential as a destination for trade, industry, agriculture and tourism. The Royal Government has designated it a model multipurpose special economic zone divided into four main areas: industry and logistics; integrated urban development; nature tourism; and agriculture, where plans include aquaculture, fisheries processing, livestock and agro-industry.
The governor also described Prime Minister Hun Manet’s special programme to promote investment in Preah Sihanouk, saying it applied only to this province. He outlined two kinds of incentives: tax measures under which the state bears income and import-export tax costs, and non-tax support through a government working group helping coordinate factory-establishment procedures, including permits.
The governor noted that the province received 11,911 British visitors in the first nine months of 2025, up 206 percent from the same period in 2024, ranking the UK sixth among its ten leading visitor markets. The UK has provided humanitarian assistance and supported a coral conservation organisation and Koh Rong’s marine protected area through technical assistance for marine national park conservation in Koh Kong, Kampot, Kep and Preah Sihanouk. The project is planned for 1 November 2025–31 December 2026.
The deputy ambassador said she had visited Cambodia ten years earlier and now saw development across sectors, noting the friendliness of Cambodian people. She did not give a specific response to the governor’s requests, but said she would visit Cambodian islands two weeks later. She thanked the provincial leadership for presenting the province’s potential and plans for investment, trade, infrastructure and tourism, along with its security and safety situation.
