Ly Thuch opened a regional mine-action workshop in Siem Reap, urging cooperation against landmines and explosive remnants of war.

On the morning of 28 October 2025 in Siem Reap province, Senior Minister Dr Ly Thuch, First Vice-President of the Cambodian Mine Action and Victim Assistance Authority, opened a workshop on mine action in the Mekong–Lancang region. He highlighted the river as a source of life and a symbol of peace and cooperation.
He encouraged countries in the region to continue cooperating closely to ensure peace and safety by eliminating the legacies of war and building hope and a prosperous future for the region’s people.
Dr Ly Thuch added that Cambodia and many countries in the Mekong–Lancang region had achieved significant results in mine action, but the threat of mines and explosive remnants of war remained, requiring stronger regional cooperation.
As host, he welcomed and thanked the countries of the Mekong–Lancang region and other stakeholders for showing their willingness to strengthen cooperation towards a region free from the effects of mines and explosive remnants of war.
Dr Ly Thuch highlighted Cambodia’s efforts as a model and leading country in advancing shared commitments and global mine-action cooperation to eliminate the human suffering caused by mines. Cambodia put forward the Siem Reap–Angkor Declaration and its 2025–2029 Action Plan as a roadmap for global mine action.
On behalf of the Royal Government of Cambodia, he thanked the People’s Republic of China for its important contributions to humanitarian mine action in Cambodia and around the world, as well as to socioeconomic development and peace, stability and prosperity at regional and global levels.
The workshop is part of the “Mekong–Lancang Cooperation in Mine Action” project supported by a special fund of the People’s Republic of China. It aims to promote regional cooperation and the sharing of mine-action knowledge and expertise among countries in the Mekong–Lancang region.
