Preah Sihanouk’s preliminary 2025 GDP: period, base year and method
Distinguish the 2025 reference year from the 2026 release, and follow the reported base-year change and production approach without inventing a GDP total.
Reference year and release date are different
KPS99TV’s report published on 26 October 2026 records the Preah Sihanouk Provincial Administration and the Ministry of Planning’s National Institute of Statistics releasing the province’s preliminary 2025 GDP results that morning. The results concern 2025; 26 October 2026 is the event and reporting date. The preliminary status remains part of the description, rather than being presented as final figures.
The change from the 2011 to 2014 base year
The report states that the NIS changed the provincial national-accounts base year from 2011 to 2014 for these 2025 results, aligning it with national accounts. It connects the higher measured economic size, coverage and GDP per capita relative to the previous calculation with this revision. That accounting change should not be rewritten as a real economic growth rate or growth in household income.
Why the production approach was selected
According to the report, the national-accounts statistics department selected the production approach because provincial data supporting the expenditure and income approaches were insufficient. The report also identifies limited direct production data from enterprises and limited statistical staffing, and records calls for departments and the private sector to provide accurate data each year. These statements explain the reported method choice and collection conditions.
Values the report does not supply
The three language versions were read on 28 October 2026. The body supplies no 2025 GDP total, currency, monetary scale, GDP-per-capita amount or growth rate; none is calculated or added here. It separately gives area, population and an economically active labour-force proportion without enough explanation to establish their reference periods or the proportion’s denominator. These are not combined into new economic estimates.
