Phnom Penh — The Ministry of Education, Youth and Sport said staff who photograph and distribute exam questions, candidates’ answer sheets or marking guides before results are announced will be held legally responsible. In its August 31, 2025 instructions, the ministry told marking committees that the rules for the national upper-secondary school examination, which began on August 28, were intended to ensure legality, fairness, transparency and confidence in the results. Staff must not photograph or circulate questions, answer sheets or marking guides in any form. They must also keep questions and marking guides inside the marking centre. The questions must be handed to the marking centre’s central committee once the marking guide has been prepared. Guides must be returned at the end of each work session. By 1:10 p.m. on August 30, boxes of answer sheets for the August 28–29 examination had arrived from the provinces at the Sisowath High School marking centre. They were kept securely under close oversight by exam supervisors across the provinces and capital, national monitors and the Anti-Corruption Unit. Preah Sihanouk Provincial Television.
