The Preah Sihanouk provincial administration announced on September 3, 2025, that it would compile a contractor register for 2026 tenders under the commune and sangkat fund. Registered contractors will be eligible to bid on commune and sangkat fund projects across Cambodia. Contractors are divided into three categories.
• Category 1: general construction contractors, covering buildings, concrete work and similar projects.
• Category 2: earthworks contractors, covering canals, embankments, small sluice gates, dirt roads, laterite roads, pipe culverts and similar works.
• Category 3: specialist contractors with the equipment and technical skills needed for specific projects, such as hand-pump wells.
The administration added that contractors must have adequate technical staff and equipment, and at least two years of relevant project experience in the past five years for each category they apply for.
