A 51-year-old guide from Siem Reap Province, 宾波, has been charged by the Phnom Penh Municipal Court with conspiracy under Article 453 of the Criminal Code for allegedly inciting others to overthrow the government. If convicted, he faces five to ten years in prison. He was arrested on October 14 and is being held at Phnom Penh’s PJ prison pending trial. Police said he was active on social media and was arrested after criticising on his personal Facebook page the government’s response to Thai troops occupying Cambodian farmers’ land, and calling on young people to follow Nepalese students in “challenging the government”. The Cambodian Human Rights and Development Association said the case reflected the authorities’ use of serious criminal charges to restrict freedom of expression, and that the guide had merely voiced concern about the border issue. It called for his release and that of other “prisoners of conscience”. According to human rights organisation LICADHO, more than 80 people had been arrested and charged with “incitement” as of October 2025. Compiled by our station
