The Ministry of Environment imposed a transactional fine on KOFI CO.,LTD's coffee roasting, grinding and packaging workshop in Chamkar Mon for operating a generator that caused air pollution without a permit or indoor and outdoor air-quality certificates, and for breaching its environmental undertaking with the Phnom Penh Department of Environment. Following complaints from residents, an inspection team from the General Directorate of Environmental Protection, led by deputy department director ឡៅ គឹមឈី and working with Phnom Penh environment officials, found violations of Articles 173, 694 and 826 of the Environment and Natural Resources Code. Smoke and the smell of burnt coffee were affecting the surrounding area.
The workshop was ordered to seal every outlet leaking smoke and odours before October 27, 2025, and improve its afterburner system for treating smoke and odours to comply with environmental technical standards. If the workshop failed to comply, the ministry would take legal action without exception and permanently close the business. The workshop is located in Village 3, Phsar Daeum Thkov commune, Chamkar Mon district, Phnom Penh.
