H.E. Mang Sineth, Governor of Preah Sihanouk, highly commended the leaders, civil servants, staff and young volunteers of the provincial Department of Land Management, Urban Planning, Construction and Cadastre for their wholehearted efforts to provide public services in land and construction, particularly the successful systematic land registration across all 111 villages in the province. The event took place on the afternoon of October 24, 2025.
The governor made the remarks at the department’s conference reviewing work in 2025 and setting directions for 2026.
Governor Mang Sineth added that, to promote and support Preah Sihanouk’s development, the Royal Government led by Samdech Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, had introduced the Special Programme to Promote Investment in Preah Sihanouk Province 2024 and decided to extend these “special benefits” through the end of 2025.
Governor Mang Sineth urged the department’s male and female leaders, civil servants and staff to continue strengthening and maintaining solidarity and good relations with ministries, institutions, municipal and district administrations, departments and units, commune and sangkat administrations, development partners and the private sector. He called for officials’ capabilities to be enhanced through capacity development, stronger management, professional ethics and digital working practices.
He urged the preparation of land-use master plans and land-use plans across municipalities, districts, communes and sangkats throughout the province to ensure efficient, high-quality, balanced, sustainable and equitable land management, use, development and conservation. These efforts should follow land management and use policy to develop Preah Sihanouk into a model multipurpose special economic zone for 2022–2038, transforming it into a modern, sustainable and happy national growth pole along Cambodia’s coast.
