Cambodian rights committee petitions international bodies over border shooting

The Cambodian Human Rights Committee has submitted an urgent petition to the Office of the United Nations High Commissioner for Human Rights over Thai troops' shooting of civilians on November 12, 2025, in Prey Chan village, Ou Beichoan commune, Ou Chrov district, Banteay Meanchey province. It said one civilian was killed and several others injured. The committee said the incident violated the UN Charter, the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights and the Convention against Torture. It also alleged a breach of the Kuala Lumpur Joint Declaration signed on October 26, with US President Donald J. Trump and Malaysian Prime Minister and ASEAN Chair Anwar Ibrahim as witnesses. The petition was sent to OHCHR in Geneva and its South-East Asia Regional Office in Bangkok, the Southeast Asia National Human Rights Institutions Forum and its rotating chair, and Malaysia's representative to the ASEAN Intergovernmental Commission on Human Rights (AICHR). The committee called for an immediate end to hostilities and protection of civilians; an independent, impartial investigation and accountability; urgent medical care, compensation and measures to prevent recurrence; and implementation of the joint declaration. It also sought action by the UN Human Rights Council's special procedures and a UN fact-finding mechanism, and the immediate, unconditional release and repatriation of 18 Cambodian soldiers. The committee reaffirmed its commitment to international law and human rights, and appealed to the international community to hold Thailand accountable and protect civilians living along the border.
