Cambodia detains 4,851 online scam suspects in six-month crackdown
Cambodian police detained 4,851 online scam suspects from 23 countries and territories, including 925 women, from June 27 to early December. Eleven major cases involving 77 suspected key members entered judicial proceedings. A Phnom Penh court also ordered temporary detention of two Vietnamese suspects on December 8.

Under the coordination of Cambodia’s national committee for combating online scams, police nationwide have carried out sustained enforcement operations since June 27. By early December, they had detained 4,851 people suspected of online fraud, including 925 women, from 23 countries and territories, highlighting the complexity and covert nature of transnational scam activities.
Alongside routine crackdowns, the judicial system was also advancing several key cases. In Phnom Penh, Kandal, Preah Sihanouk and Kampot, 11 major online fraud cases had entered judicial proceedings, with 77 suspected key members believed to have directed or controlled scam networks referred to court for trial. Relevant provincial and municipal units were stepping up evidence collection and follow-up investigations.
In addition, the Phnom Penh Court of First Instance announced on December 8 that it had ordered the temporary detention of two Vietnamese men suspected of online fraud. The men were arrested in Chbar Ampov district on December 2, with the investigation pointing to threats, extortion and participation in organised cybercrime. The case had been referred to the judicial authorities, and investigations were continuing.
