Media reports on November 19 said problems with commercial billboards in Sihanoukville, Preah Sihanouk province, were continuing to worsen, with some suspected of providing cover for illegal gambling. Many were reportedly controlled by foreigners, particularly Chinese operators. The reports said numerous signs used legitimate business categories such as hotels and restaurants as a front, while deliberately obscuring the actual business and directing customers to unlicensed online or offline gambling. Some allegedly contained enticing promotional language, harming the city's image and public security.
The reports said such signs disrupted market oversight and enabled illegal operators to expand their reach through advertising, raising public concern. They urged the relevant authorities to strengthen inspections and enforcement, remove unauthorized advertising structures and restore normal commercial order in the city.
