The Ministry of Labour and Vocational Training has notified all owners or directors of enterprises, companies and factories to allow workers and employees three days of paid leave, from November 23 to 25, 2026, for the Water Festival, illuminated boat procession, moon salutation and eating of flattened rice. The arrangement is based on the Labour Law and the September 18, 2025 Prakas on paid public holidays for 2026. Employers must also pay workers and employees their November wages before the holiday.

The ministry said enterprises, companies and factories may arrange leave on dates other than those specified if workers and employers agree, or if this is provided for in internal regulations approved by a labour inspector or a collective agreement registered with the ministry. Enterprises whose business cannot be suspended must arrange rotating leave. If this is not possible, employers may discuss continued holiday work and leave in lieu on other dates with workers’ representatives, keeping a list of the employees concerned for inspection by labour inspectors.

The Ministry of Labour and Vocational Training called on all employers to implement the holiday arrangements correctly to safeguard workers’ and employees’ rights and interests under existing law. Workers and employees who do not receive their proper paid leave may report this to the ministry through its hotline,1286so that it can take legal action.
